Energy efficiency in the Western Balkans - success or failure?

Abstract

Most governments of the Western Balkan countries have declared over the years their intention to make energy efficiency improvement a priority policy option, in order to decouple the GDP growth from the energy consumption growth… and yet, not much has been achieved in this region!

Part of the problem is that most governments of this region are not able to calculate exactly the energy efficiency indicators, because of a general lack of reliable and consistent energy consumption data. This makes it practically impossible to calculate estimates for energy efficiency potential by country or sector, or to establish energy efficiency priorities.

The countries and territories analysed in this paper are Contracting Parties to the Treaty establishing the Energy Community since 2006 The signatories of the Treaty committed themselves to adopt and implement the EU electricity and gas Acquis, selected environmental Acquis, selected Acquis on competition, on renewable energy and, last but not least the Acquis on end use energy efficiency.

In spite of the significant focus on energy efficiency of donors’ assistance, in the last three to four years, the pickup of large national programmes is slow and the policy implementation is somehow scattered in projects rather than programmes.
