Abstract

Russia adopted its first Federal Law on energy efficiency in 2009. The law sets a target of 40% reduction of the Russian energy intensity by 2020 compared to 2007. To achieve this challenging target, several decrees have been adopted and the Russian Energy Agency has been created to ensure effective and smooth implementation of the law.

Recent analysis conducted by the Russian Energy Agency in collaboration with the International Energy Agency highlights the importance of the buildings sector in achieving the overall energy savings target.

In fact, the buildings sector is responsible for 35% of Russia’s final energy consumption (WEO, 2011) with 80% of this energy consumption used in space and water heating. The building stock includes over 2.8 billion sq. m of residential buildings (WEO, 2011) with 58.4 million sq. m constructed in 2010.

According to the IEA estimates (WEO, 2011), 40% of energy consumed in the buildings sector could be saved if more attention is given to thermal building insulation when buildings are retrofitted or built or when hot water systems are replaced by more efficient ones. To estimate the saving potential and quicken the pace of its realization, the Russian Energy Agency in collaboration with the International Energy Agency is developing a policy framework based on international best practices, taking into account the Russian broad economic and policy context.

This paper summarises the main findings and recommendations on how to achieve the 40% savings potential. It also draws a path to enhance the share of low energy building stock in Russia.
